Paper shortages in post-World War II America

I recently stumbled across a physics textbook from 1947 that included the following note on the title page:

The quality of the materials used in the manufacture of this book is governed by continuing postwar shortages.

It turns out that paper was among the most challenging shortages for America during World War II, in part because some paper mills were converted to the production of "nitration pulp", which is used for making smokeless powder for ammunition. Although a 1945 report about Wartime Production Achievements and the Reconversion Outlook produced by the chairman of the War Production Board was optimistic about the paper situation recovering quickly, apparently it took rather longer to return to sufficient levels.

It's not obvious what kind of paper the publisher would have preferred to use at the time, and it would be interesting to have that comparison.
